Did you read the entire article? More than plausible and coming soon to all of us. Not taking the vaccine is one thing, being forced to obtain a personal digital ID means to say "no" is to remove yourself from access to all information. A mental prison.
Further, all major countries including Russia and China are a party to this plan.
@toronto_Georgia the article is talking about a scenario, and I think the scenario painted is plausible. A lot of things are being "reported" at this time, and many of them to my mind are just distractions. This one you posted isn't. It's plausible.
@eschatologyguy True. Kind of like the Pandemic scenario they carried out 2 or 3 months prior to the Wuhan incident.
