Because politicans in general have a low opinion of the plebs.
It isn't odd politicians are in charge of their "education" and then think them ignorant. It isn't odd politicians lie to them and pander for their votes then will call them deplorable when they don't vote for them. It isn't odd politicians are not transparent in their objectives and then think the plebs are not transparent in reporting their incomes. It isn't odd that politicians are subversively and illegally spying on them and then consider them untrustworthy. It isn't odd they will make them dependent upon welfare schemes and then when they demand more think of them as lazy and ungrateful. We could go on and on but the road leads to subjugation and tyranny - that or revolt.
