I believe it is both. A bug in U.S. policy and an unmeant gift for Russia. This cannot help but cause a hellacious headache for NATO in the coming years. I am sure Russia will treat Western Ukraine the same way it treats Idleb, as a nest of vipers in need of extermination someday.
@lawrenceblair Too bad NATO was not disbanded when its purpose for being went away.
