Should executive orders be immediately considered for legality by the SCOTUS when issued, or perhaps within a minimal time period without dragging it through lower courts? Our system of checks and balances is painfully slow.

Technically, any Executive Order that does not deal only with the workings of the Executive Branch is unconstitutional. Article I vests all legislative power in Congress, not the president nor the courts. Therefore, having to drag them through the courts is just a ploy by the government to circumvent the Constitution.
You raise an interesting point, however, for the greater optimization of resources, we would all be better off if people, who sought public office, were more inclined to aim to do things for others first, and themselves second. If practiced, it would take away work from the court system.
