In light of the terrorism that has been perpetrated in the name of Islam, I can well understand why this would worry people. I can see other ways this might be interpreted, though, so I'm not really sure how much concern is warranted over this.

It probably depends what kind of Muslims you have in your country. In reality, you probably have a diverse Muslim community with some people you should be concerned about and others who are fine.

I won't say Joe incited violence or terrorism. He made a statement that basically comes down to encouraging people to be active in bringing about the changes they believe are needed. The question is, what changes do they believe are needed, and what actions do they believe are warranted in bringing about those changes?
