Knowing the poor state of the Russian Navy in contrast to the Army, I would believe an accident instead of a Ukrainian missile.
The article implies that NATO aircraft supplied targeting data. This is an act of war. Not "the cruiser is in this area", but "here is guiding info for the missiles' on-board system". This would justify Russia taking out NATO planes in the area. And, the rest of NATO would either have to declare war officially or let the nation that flew that plane sit there on its own.
