The actual %age of folks there by bad luck (hospital $$, spouse died or left, etc) is vanishingly small. The vast majority are addicts who fight getting cured, of leaches. Or, the ones winning the argument with that tree over there. They are in that predicament primarily because of bad life choices.

They need to control the language because they need to control the narrative. When someone "needs" to control the narrative, it means the narrative is there to cover up crap.
