Lawmakers needing to take action is misdirection. A means to accomplish nothing. New laws are not needed.
Law officers, coppers, need to drag all of these child abusers off to county jail. Leave them in the general pop awaiting trial. In a couple of days none will survive to put the state/court to the expense of trying them.
Problem solved.
