Yeah, because a small thing like letting people pick their gender on a passport is really taking up all efforts. I am sure the entire superpower that is the USA can't do anything else because of this one tiny decision. You subscribe to the "bigger fish" standpoint it seems. Oh there is a massive deficit, well we can't give people civil rights or end slavery until we balance the budget - only one thing can be worked on at a time.
