The blathering is caused by cognitive dissonance. Its a sign that something is working in there even if it rarely comes out.

Cognitive dissonance is a concept in social psychology. It is the discomfort felt by a person who holds conflicting ideas, beliefs or values at the same time. ... Cognitive dissonance theory says that people have a bias to seek consonance between their expectations and reality.
I don't think this applies to Fredo - Fredo is just low IQ plain and simple. He is so stupid that he doesn't know what he believes. No really - the man is just simple minded. "Cognitive Dissonance" gives him far too much credit.
