Sounds like you are already on the right track 
people are going to need to start paying attention to any 'new' players showing up, to help with this world changing disaster, because most are far from new or unfamiliar as you note.
Good connections here. fertility rates fall when people are starving. IT is common for community leaders in the 3rd world to horde food relief from the 1st world and sell for cash, barter ect. at above market prices. The most poor lose out.
