It's parody
I was thinking that the only reason this man could have had so many doses of this vaccine in Germany was that he did not pay for them. In the UK Covid-19 vaccines were free, but before having any vaccines, they would check the electronic patient records to see if the person had them already, or if they were in a risk group.
