To make Biden seem somewhat competent by comparison is my guess. Or at least make the alternative even that much worse. Failed at the former, the latter.... well....flip a coin. Neither should be in charge of anything important.
"What have you done to yourself, America?" Sadly, many of us have had to watch it happen. We hope to turn things around, though.

If any of my children gave a 'Kamala' speech while in primary grades, I would be reasonably satisfied, but hope for better when they matured.
If any of my children gave a 'Kamala' speech in high school, I would understand why they received a failing grade.
If any of my children gave a 'Kamala' speech with a terminal degree, I would give up on them as hopelessly drug addled, and expect to see them living on sidewalks.
