The likley scenario from what I heard is that US and Israeli drones used to target Iran were, reverse engendered and improved upon for specific use cases and probably Iran is licensing Russia to make the drones in Russia. Russia did not invest in drones for military use that much until recently because it didn't have to. Now they are catching up. Israel and US used drones a lot in the middle east and Iran was one of the targets so they have more experience. And since western neocons sanctioned and declared war on Russia and Iran now they are getting boomeranged. Iranian designed and very possibly built in Russia drones as kicking ass in Ukraine so Iran is exporting the designed and manufactured drones and US and NATO does not have a proper response to it, other than "more sanctions" bla, bla, bla. Also drones come in many shapes and sizes and are used in variety of ways. So you go with what works the best. For some use cases, Iranian drones are some of the best in the world.

For two bordering countries, both ideologically and militarily aligned, there's no need to smuggle shit. Just like when the US invaded country after country after country, at the behest of Israeli geopolitical planners. Those invasions and slaughter and torture of "enemy combatants" were all done for "democracy". None of them were called invasions. They were called "necessary wars" to bring freedom to the people.
