Laws are fictional in the sense that they do not exist as part of physical reality. Laws are part of abstract reality. Other examples of abstract reality would be language and art. For further clarification consider the abstract language of mathematics. Mathematics is extremely useful in dealing with physical reality but doesn't exist accept in the human imagination. Two useful concepts in mathematics illustrate this point, zero and infinity. If you can find a physical place where time and space doesn't exist then you point would be valid and zero would not be an abstraction. If you can find a place that is infinite then you point would also be valid.
I'm not sure why you are obsessed with laws but since you clearly think in terms of language it would be equally valid to say your thoughts are not "real" as to say laws are not real. If you are your thoughts then you could even say you are not real. It's really not that hard a concept to grasp but it would be extremely unlikely that a chat bot would extract it from the environment it has access to. It is clearly averaging the data to come up with "correct" answers.
