A Texas school district has postponed graduation after 85% of students failed to meet the requirements to receive their diploma.

I am not sure it is a matter of ability per se, as much as deliberate policy. Ability of the students is a reflection of the parents and school system which is by extension part of culture as a whole. And that is by design. Its the natural progression of liberal ideas, especially after civil rights era. Merit is not what is wanted, in fact it is punished, because what you are looking for is a state that wants to get bigger and bigger and it needs more and more support. So it rewards those that will become more and more dependent on the state, hence more supportive of the state. Eventually the idea is that you have only the people who are so dependent of the state, they have no choice but to support it for their own survival.
Off course the problem of this is that those that work and can work are being robbed systemically and their property taken to give to the supporters of the state. And since the state is the one they need to survive they support the state. Eventually these parasites will run out of stuff to rob and give away, like all socialist projects eventually they run out of other people's money. Printing will kill the currency, making it worthless. Other countries in the world are de-dollerazing successfully. And the gigantic, parasitic state apparatus, and all the dependent imbeciles they support will kill off the middle working class and eventually the whole empire of lies will collapse. Until than the dumber the better.
Like I said, its not a matter of ability per se, but of policy.
