Refugees are entitled to entry at our discretion, not theirs. The fact that many of them are getting killed is a good point to bring up with regard to developing that discretion; but it's just one factor. In the end, El Salvador has a problem they need to solve, not us. We could help, sure... at the very least we should ensure that we're not exacerbating their domestic issues. But it's their country. Running away to America won't fix it.
There's no such thing as legitimate "international law". We endowed our government with only that portion of our own sovereignty necessary to protect our rights from one another. We did not give them the enumerated power to abdicate our individual sovereignty to any "higher authority."
