I believe this video is condemning the Chinese leadership for poor judgement precipitated by hubris and avoiding the loss of face at all costs. These are certainly signs of incompetence. Was there a plan to deliberately spread the virus worldwide? I doubt it. However, I do not believe Hanlon’s Law can be applied to every situation. I have seen too many people, particularly politicians, plead ignorance or incompetence in order to obscure criminal intent. I have no doubt that governments occasionally employ similar tactics.
@WorldSigh I mainly agree with you, however I have observed that even with criminal intent, people just aren't that smart and always forget a bunch of important things they would need to remember to avoid being caught. Almost all criminal activity is done by those who are too dumb to realize that a hard, straight life is far easier. That goes for politicians too.
Moderately intelligent exceptions like Huey P. Long lasted a relatively long while because they did not try to hide what they were doing and focused on manipulating the system to stay a step ahead of the law. And even he fell.
