Language is not just a way to communicate but is also a thinking tool.

Mathematics are forms of languages and it's clear the learning a second language is easier if you are fluent in your native language. Additionally learning additional non native languages are easier after you have learned a second language. It seems likely that children raised in low language environments will have more trouble with math than children raised with higher exposure to language.
The problem appears to be culture not racism.
