The bank and insurance executives would gather healthcare/genetic data and decide who gets life insurance or loans or health insurance and what the costs are...knowing genetic and historical pre-conditions and probabilities of future health state. In a system of limited resources, it could be used to determine who gets care and who does not...who gets certain positions and who does not.
I think insurance companies call this "risk aversion"
