I imagine these are the creatures of incentives. If you give them incentives, they will eat dirt. If you stop giving them incentive, they will stop eating dirt. My point is that they have no moral compass of integrity, they purely react to incentives, mainly by the government. In this case they could call this piece of work a race grifter. If government stopped incentives race grifters, this guy would not be saying the same thing, because he really has no integrity or principles to guide him, it’s just the carrot and stick creatures.
