I have to disagree.
If the government wants to infringe on your rights, they need a lot more than a "compelling" reason.
Compelling reasons are easy... arbitrary... and subjective.
They need the explicit authority to do whatever it is they want to do, spelled out in the Constitution as one of their enumerated powers, just like any other action they wish to undertake.
That's what the Constitution is for. It's the very reason that we even have a Constitution at all.
And, there is ONE scenario in which the government is empowered to restrict your rights: and that is to prevent you from violating someone else's rights.
That's what the GOVERNMENT itself is for. It's the very reason that we even have a Government at all.
And even then, they are ONLY empowered to do so through due process.
They need to demonstrate... successfully, that you've taken an action that violates legitimate law; law that came from us through our Representatives, constituting consent of the governed.
And, that the penalty they are proposing, i.e., the restriction of your rights, is warranted, appropriate, proportional and not "cruel" or "unusual" relative to the offense; as determined through the judicial process or prescribed in the law.
Notice that due process begins with YOU taking some action, in violation of the law.
The entire concept only applies to whether the government can restrict those actions.
There is NO scenario... no rationale to excuse any attempt by the government to compel action of any kind, or to restrict your actions on their own initiative... whether they've convinced themselves that they have a "compelling" reason or not.
Just Law restricts action, it cannot compel action.
Everything government does, it does in pursuit of enforcing law.
Law enforcement is an act of force... that's why they call it that.
The Government that we created does not have the legitimate authority to initiate force against its own citizens.
The word for that is: tyranny.
