I've witnessed similar incidents inside and outside of queues.
Interestingly enough, My standard response has become... "I'm sorry, I skipped my kool-aid this morning and I don't really care about your fears. I'll do better next time. Thank you for looking out for me - God knows I can't depend on the government to do it.
