I Can attest. One of my commercial clients is a family owned chain of gas stations in Oregon. I was told last week several of his drivers refused to drive to Annacortes (cherry pt refinery) to pick up fuel because of Safety concerns driving through Portland and Seattle. he said he understood and wouldn't hold it against the ones who didnt go.
