Let meritocracy prevail - especially when national security is at stake!
Certainly, for spy agencies, meritocracy may even produce a certain amount of diversity in roles where understanding and interacting effectively with people of other nationalities and cultures is concerned. If this is to happen, it must happen organically without a conscious effort towards diversity.
Meritocracy should absolutely dominate HR policy!

I agree with this perspective, with one minor caveat -- if a spy agency is going to try to embed agents in, say, a middle eastern community, then they are going to have to find people that can pass for that ethnic community in appearance. Our spy agencies have often tried to recruit assets from within such communities, but sometimes that may not be possible. As I said, I think this is a minor caveat, since I doubt that this necessity would account for more than a very small percentage of hires.
@KeithThroop I would consider that to be meritocracy, seeing it is directly relevant to the candidate's ability to do the job effectively.
