America waged the Revolutionary war without needing a federal goverrnment or a president.
The war began in 1776 and the articles of confederation were not passed until 1781.
Previous to this, the war was being run by a council consisting of one representative from each state, and they were doing fine. The articles of confederation were passed partly to give America a stance of unity for negotiating a treaty with France. America didn't need them to run the war.
States took care of their constituency without needing a federal government. They had to do a good job otherwise people would leave for a better state.
In Ancient Greece, city states were independent and they formed leagues.
If American states secede, each state should maintain as much independence as possible, but they
should form a league like during the American Revolution to negotiate treaties with foreign powers.
The American revolutionaries gained the recognition of France. If states secede, they'll need to gain the recognition of foreign powers. Japan, South Korea, and Brazil, for example.
The American dollar will collapse in inflation. Seceding states should establish their own currency.

That Revolutionary council of State reps was unable to get food, medicine, supplies, or paychecks to the soldiers; due, in part, to in-fighting about who should provide what portions. It was a considerable sacrifice, to our benefit, that many of them stuck it out anyway.
The federal Government has legitimate functions, it's just that they currently spend almost 80% of the federal budget... and pretty much all of their time... pursuing illegitimate functions.

Rich question, how to structure a league.
The Ancient Greeks knew the Persian invasion was coming and they spent a decade building warships. They found a way to put aside their city vs. city wars and unite against the Persians, and they were well equipped.
Ancient Rome was usually in democracy mode but they occasionally went into dictator mode, usually when unity was needed to fight off an invader. Cincinnatus was appointed dictator, defeated the invaders, and resigned the dictatorship 15 days after being appointed.
France never carries its weight in NATO.
The abstract principle is locality. Individual, county, state, nation, world, in that order.
Not only should states reclaim their autonomy from the federal government, counties should
reclaim their autonomy from states. This is important for states like Georgia that have a leftist blue hole city. Georgian counties should establish autonomy and let Atlanta fend for itself. Or form a new state from the rural land of Mississippi, Alabama, Georgia, and Florida.
