Defund the department of Housing and Urban Development and establish a department of Land Yachts and Rural Development.
Johnson won the 1964 election with a platform full of rural development. Modern Democrats don't care about rural land, until their cities explode and they find themselves refugees.
Cities funnel wealth from rural territory. Cities have systemic city privilege.
People who live in cities go insane. City psychosis.
The FBI and National Guard are under federal control. Defund them and have Republican
states establish their own equivalents to these departments.
Defund the police and transition to private security. Have suburbs secede from the city and establish their own private security force.
Vote for Uncle Jesse instead of Boss Hogg for County Commissioner.
Counties will prove to be more important than states. Republican counties in blue states should secede from the state and declare independence and form a league of independent counties, and form alliances with neighboring red states.

Federal housing policy began with the intent of actually providing housing for people who couldn't afford it, but was quickly shut down in favor of policies that support the downtown property values of the corporate elite. Because of local property taxes, there is a policy incentive to invest in downtown, divest from public goods in the periphery to bring property values down so that the corporate elite can get a bargain--sometimes with the government's help, and gentrify into luxury condos outward. While the federal government certainly has the resources, if it can't be made to provide housing in the slums, it sure as hell can't be made to develop places where few people live. Besides, what do you want, ghost cities like China built during its rapid development?

Though I'll grant that private business interests might support your proposal so that they can have their own fiefdoms.
