If we separate the people in the towers from the first responders trying to save them, then good question. Perhaps because a democratic majority believes (rightly or wrongly) that voluntarism will not address their plight in an acceptable manner. Perhaps because that majority just believes it is the right thing to do. But that doesn’t really answer your question, does it? Maybe your question is better stated as, “At what point does a democratic majority begin to infringe on my rights as an individual?”
Now that’s a tough one.
