So what do you have when the government allows the sale of drugs, legalized gaming for a cut of the revenue? The final step being prostitution? You’ve migrated from govt of. by and for the people . To government becomg organized crime.

No because crime is a violation of the law. Nothing becomes more abusive, the free exercise of the market will mean some less well-intentioned people will harm others, but they would be subject into fraud laws etc. Legal gambling means nobody is getting legs broken unless people go to the mob for money. Freedom often ain't pretty, but I trust myself more than I trust government to know what is good for me. Government shouldn't be our parents, government is about keeping violence contained by the law.
My concern here, is with trafficking. A lot of prostitutes are trafficked.have been since they were teens or children. However, I also know that a lotof prostitutes are willing. So I'm 50/50 here.

That would need to be paid close attention to. False Imprisonment, kidnapping, sex with minors etc are all laws which would need to be paid attention to. But having adults having sex with adults for money would allow the non-criminal types to operate without the heavy burden of government.
I agree that the government shouldn’t be legislating morality. On the other hand, there should be zero tolerance of unlicensed workers. This would go a long way toward curtailing the trafficking of teens and children. Many individuals turn to prostitution from a lack of choices. It would be a good idea to take a percentage, a "sin" tax so to speak, and create programs to help sex workers transition to other careers.
