The pandemic is most people's biggest concern right now. Making a noticeable banner that draws your attention to the thing that people are most interested in is not noteworthy

You could make an argument that the media is intentionally overreacting to the pandemic to generate more views and thus earn more money. But i don't think I would call that "celebrating" and that argument is hardly established in the screenshot you provided

I read it as an informational piece titled the "The Next Pandemic" and then stating that the piece was made by the organizations listed.
