The best example of how an actual problem, drunkenness, is distorted into bad public policy is prohibition. Excessive alcohol consumption was a part of American life from it's colonial days. Towards the end of the 19th century it became clear that alcohol consumption was incompatible with an industrial society. The Victorian period was also a time of growing social awareness. By the early 20th century women particular were no longer going to put up with abusive, irresponsible drunken husbands. The answer to the problem was prohibition. Just as we see with Covid lock downs and global warming the hypocrisy of the politicians and pundits was everywhere to be seen. The people making the law had no intention of following prohibition law. Instead they profited from it by relationships with bootleggers. Eventually the corruption lead to the repeal of prohibition. The moral panic waned and "sensible" laws enacted such as drunk driving and age restrictions.
