It's not the order, it's who gets to decide what "hate speech" is.
You've got an entire social movement predicated on critical race theory that claims all white people are racist. Period. You're not even allowed to question this "fact." If you do, that's "hate speech."
I beg your pardon? Claiming that all members of one race are bad people is okie-dokie, but wanting to refute that is hate speech?
Similarly, protests by Antifa and/or BLM have resulted in hundreds of millions of US dollars in property damage and have cost several lives, including the life of 8-year old Secoriea Turner. This is not a matter of debate; there is ample video evidence, including the infamous "mostly peaceful" account with a building burning in the background. Yet these are characterized as "peaceful protests." Meanwhile, the right-leaning Proud Boys are labeled as "violent, white supremacists" despite no property damage (save one flag), no lives lost from any of their protests, and being led by a black Cuban-American.
You basically have one ideology making determinations about what is acceptable and what is not, without any debate or agreement from any of the other ideologies, and then demanding the other ideologies be punished for not toeing the line. That's called authoritarianism in most places.
