Chivalry is dead, but there's some truth in the statement. Psychology has shown that people are more likely to fulfill expectations when others expect it from them. More trustworthy when given trust, and likely to treat others with the same courtesy granted to themselves.

I mean, why is that necessary to have in a middle school? Can you provide a valid reason?
What if it was reversed - the more you act like a gentleman the more she'll act like a lady? Put the onus on the man to be respectful first. Would you be okay with that?
Are you expecting kids to date and be intimate in middle school? I thought that went against Conservatism?
