'Cases' are inferred as the number of people infected but in reality is just the number of tests (not people) who are positive. So if a person tests positive - that's a case, when that person retests and is still positive - that's counted as another case! Many work sites require testing 3 times a week - so if someone has covid for a week, that would equate to 3 'cases'. If a person has covid for 2 weeks, they would have been counted as 6 'cases' under the same regimen.
Hospitalisation numbers are also rigged. Many people who are in hospital (for a broken arm for example) are marked as covid patients if they happen to be positive (and probably swabbed on a 48hr basis). Even covid death numbers are rigged - perfect example was a man who was shot to death, swabbed post mortem and labeled a covid death (in NZ).

I'm afraid where the numbers are accurate it's only because they haven't bothered to put in the work to falsify them. Falsification takes effort and the project is large.
