The White House does not often release publicity stunts by Harris. It's because Harris is incompetent and uncharismatic and unpopular. Harris is incapable of it, even if given every advantage.
The Vice Presidency is the easiest job in America. If you suck at it, it's like sucking as the ballboy for the Notre Dame football team.
