Rule of Law empowers each individual whose moral conscience functions.

Private Prosecutors (everyone has access to the same equal footing law power)

Independent Grand Jurors (the most honest and discrete members of the local county constitute the GATE KEEPERS who allow or reject justified or frivolous accusations (presumption of innocence maintained) and if allowed the independent members of the grand jury wield all lawful jurisdiction civil and criminal during the investigation to set a court date with names of the accused offered their trial by the country, trial by jury. Independent (not government agents) trial jurors empowered to find fact, guilt, innocent, sentence, redemption, remedy, or punishment.
