Good question, what are the duties of the federal government?
The feds built the interstate freeway system because the states failed to do so. The system is a success, but the states could have done it themselves. The states could meet in a smoke filled room, devise a sensible roadmap, and then each state builds the roads that lie within the state.
If a state wants more roads, it should be able to build more roads. If roads are funded federally, then states can't build more roads, even if they want to.
The interstate freeway system has the virtue of equality. Each state gets freeways, and the national map makes sense. Once upon a time, America knew how to build.
